The son of Joseph Hill, fish salesman and his wife Sarah Anne. Thomas Harold Hill was born at Altrincham in 1884. He was articled to Woodhouse and Willoughby 1900-1904, and remained with John Woodhouse as assistant 1904-1908. He attended the Manchester Schools of Art and Technology and passed the Qualifying Examination in 1908. Elected ARIBA on 1 March 1909 proposed by J H Woodhouse, P Ogden and I Taylor, he commenced practice at 100 King Street, Altrincham. His works included the Altrincham Garrick Playhouse, a Sunday school and memorial hall for the Methodist Church in Oxford Road, Altrincham, and a Congregational church on the Altrincham Council’s housing estate at Oldfield Brow. He was also architect for major extensions to Altrincham General Hospital.

Thomas Harold Hill collapsed and died on returning from church on the morning of Sunday 17 March 1940.
