Son of Charles Locke, a well-known arbitrator, of Manchester, Charles Robert Locke was born at Salford, in August, 1859. Educated at Middleton Grammar School, he commenced architectural practice  in 1888 at Stockport, 1888. During the 1890s he  designed and superintended the erection of numerous hotels, offices, residences, bakeries, schools, etc., and in 1900 had in hand plans for alterations and additions to Hendon Hall, Middlesex, formerly the home of Garrick, the actor. He was one of the original members of the Stockport Literary Club; devoted much of his leisure to painting and has exhibited work in oils, water colour and black and white at the Royal Institution, Manchester, Hamer's Black and White Exhibitions, and elsewhere. Mr. Locke for some time studied with . J. H. E. Partington and acted as Secretary to the Partington Testimonial Fund.
