In the 1850s the Royal Engineers operated drawing offices in Manchester and Liverpool to prepare designs military installations in north-west England for the Board of Ordnance, Pall Mall, London. For a time Lt Col T Foster was responsible for this work but ran the office with a partially civilian staff.
