Twenty three sets of designs were submitted with Alfred Waterhouse appointed assessor. The competition generated a certain amount of comment, the Builder noting correspondence in Manchester Guardian including some by Salomons. The committee subsequently announced that the designs would not be publicly exhibited, claiming that these were sketch proposals only and that significant changes had been made to the project since the competitive designs were invited.
