Arts and Crafts eclecticism. The centre is classical in feeling, but has mullioned and transomed windows. Asymmetrical appendages with Scottish baronial tendencies. The ground floor was a market hall, and the building occupies part of the site of the Tudor Gothic Borough Market by Thomas Fuljames of Gloucester, fragments of which remain at the back [Hubbard : Clwyd. page 148]. Hubbard dates the building 1914-16 and ascribes it solely to Elcock.
