The youngest son of the architect William Owen of Manchester and Hale and Alice Annie (nee Scotter) daughter of Sir Charles Scotter Articled to his father 1903-1908 and attended Manchester University BA Architecture in 1908 and MA in 1910. RA Schools 1909-1911.  Assistant in H M Office of Works from 1908 to 1914. Passed qualifying exam 1912 and was elected Associate of the RIBA on 2 December 1912, proposed by H Tanner, W Pott, G Hubbard. During the First World War he served in the 54^th Division of the East Anglia Regiment. Returning to civilian life, he commenced independent practice about 1920. Elected Fellow of the RIBA in 1924.
