Thomas Jackson Hill was born in Oldham in 1878, the son of Samuel Hill, pork butcher, and Elizabeth. Samuel Hill died young, the 1891 Census recording Elizabeth as a widow living on her own means. Elizabeth subsequently married Louis Harrop, an insurance superintendent. Thomas Jackson Hill was articled to Frederick Dixon 1894 to 1899 while attending Oldham Lyceum and Manchester Schools of Art and Technology. He spent a year with Bradshaw and Gass before returning to Frederick Dixon as an assistant in 1900-1902. After a further year as assistant to Ernest Augustus Runtz in London he returned to Oldham to commence independent practice in Oldham and Manchester in 1903.  He became a LRIBA in 1911, proposed by J B Gass, H Moss and J R Little, and a Fellow of the RIBA in 1926.  In 1919 Thomas Jackson Hill commenced practice in partnership with Gordon Kenworthy and Frank A Meadows LRIBA, their work being largely associated with the building of cotton mills. About 1920 they joined F W Dixon in partnership under the style of Dixon, Hill and Company, T J Hill becoming senior partner on the death of Dixon.

Thomas Jackson Hill died on 15 August 1946, survived by his widow, Elizabeth.
