Thomas Maxwell was born in 1852 at Haslingden, the son of Lawrence and Jane Maxwell. He is believed to have been the cousin of James Maxwell and trained as a land surveyor. In the 1880s he entered into partnership with Maxwell and Tuke in respect of an office at Blackburn. This partnership was dissolved by mutual consent on 28 November 1891 with Thomas Carus Maxwell continuing to operate the Blackburn office on his own account. At the time of his death he was again in partnership under the style of Hopwood and Maxwell, architects and surveyors, Blackburn.
