Born at Spitalfields, Robert Walker was the son of William George Walker, a tobacco pipe manufacturer, and his wife Catherine. Based upon Census returns he was born in 1837 or 1838 although his obituary gives his age at death as sixty in 1906. He never married and lived with his parents for most of his life.

He was articled to Richard Bell for five years and afterwards managing assistant to Thomas Chatfeild Clarke for a further two years. RA Student for 7 years. He was elected Associate of the RIBA in 1871 and Fellow in 1876.He commenced independent practice in 1863 and in January 1875 he was appointed by the Metropolitan Board of Works District Surveyor for St. Martin's and St. Anne, Soho. He was also a member of the Strand Board of Guardians and St. Martin's Vestry, and architect to British Empire Life Assurance Co. and the London & County Land & Building Co. Ltd.

Amongst his commissions were Roan's Schools, Greenwich; St. Martin's Town Hall; St. Martin's Free Library; Kensington Town Hall; Manchester Conservative Club; British Empire Mutual Assurance co.; Metropolitan Electric Supply Co.'s stations at Manchester Square and Rathbone Place; Australian Meat Co. warehouse, Limehouse; Strand Board of Guardians' offices.
