Percy William Hathaway was born in Clapham, London, about 1880 and by 1901 was in Barrow in Furness, employed as a              Civil Engineering Assistant. In 1908 he was employed in the Borough Surveyor’s office at Rochdale rising to the position of Borough Architect by 1914. In 1920 he was appointed the City Architect of Calcutta, India.  Elected ARIBA 1911, FRIBA 1919, FSI.
