A native of Bolton, Leonard Heywood was elected Associate of the RIBA in 1919 and came to Manchester Town Hall from a Bolton firm of architects in 1929 as chief architectural assistant. The following year he was appointed Deputy Housing Director, and in 1931, on the resignation of Mr Platt, he became Housing Director. His gift of organisation, high technical knowledge and capability as a designer found early expression in the design of property on the Wythenshawe estate. The Kennett House flats, the first of the great blocks built by the Manchester Corporation were constructed to his own design, and he was not only responsible for this part of the scheme but for the building, organisation and labour and the selection of tenancy as well. The same originality and wide understanding of the needs of flat dwellers were embodied in his designs and work in connection with the other Corporation flats.

During the First World War he served as 2nd Lieutenant in the Machine Gun Corps was awarded the Military Cross.

Leonard Heywood died of pneumonia at Ashton-on-Mersey Nursing Home on 6 April 1938, aged 44 years. He was survived by his widow, Ethel Frances Heywood and one daughter.
