 The eldest son of Stephen Heelis and his wife Ann, John Heelis was born in 1833. His father, Stephen Heelis, was an attorney and partner in Slater and Heelis, solicitors. He was an active politician on the Conservative side, and for many years a leading member of the Salford Corporation. During the second year of his mayoralty Salford received two royal visits, on one of which he was offered the honour of a knighthood, but which he declined from private considerations. He was one of the founders of the Law Association, of which he was president in 1843, and again in 1867. In 1874 John Heelis was elected representative of St Thomas’s Ward in the Salford Council. Magistrate for the Borough of Salford.
