Charles Emanuel Evans was born at Crick, Northamptonshire in 1841, the son of Charles Evans, grocer, and his wife, Elizabeth. He was articled to James Murray (1831-1863) of London and Coventry for five years, including the period of Murray’s shorty-lived partnership with E W Pugin between 1857 and October 1858. On completion of his articles, he moved to the offices of Alfred Waterhouse where he remained for 16 years, rising from junior to managing assistant.

In early 1878 he joined Henry Spalding in partnership, this partnership being dissolved on 31 December 1880. His subsequent career remains obscure, the Dictionary of British Architects recoding only that he practiced alone. He was elected Associate of the RIBA on 20 March 1882 proposed by A Waterhouse, G T Redmayne, and E Christian.

C E Evans married firstly Caroline Elizabeth Way (1845-1881) at St Pancras in 1870, their daughter Alice A Evans being born at Kentish Town in 1874. After ten years a widower he married Sarah Ann Histed at Hackney, in January March 1892. This marriage gave one son, Arthur W Evans, born 1893.

Charles Emanuel Evans died on 13 July 1898 at Thurlow Road, Hampstead. Probate was granted on 29 July 1898 with effects of £19731 0s 3d as re-sworn in February 1903.
