Christened on 27 April 1879 at Pott Shrigley Chapelry, Cecil Horace Hignett was the son of Canon Harry Alfred Hignett (born 1840) the vicar of Ringway and his wife, Constance. His brother, Harry Reginald Hignett was one of the most accomplished all round actors of his day.*

Cecil Horace Hignett was articled to Edgar Wood 1896-1900. After a year as assistant to Thomas William Hudson, he joined Parker and Unwin as assistant at Letchworth in 1901 and remained with them until 1909 when he commenced independent practice at Letchworth. He was elected LRIBA on 19 December 1910 proposed by S P Taylor, H Lander and E Wood.
