The son of James Mattinson and Harriet Martha Rymer, Arthur Mattinson was born on 19 January 1853 in Chorlton, Manchester and was christened on 10 June 1853 in Manchester Cathedral. He served his articles with James Medland and Henry Taylor, winning the MSA Student prize in 1871, before joining Maxwell and Tuke as an assistant about 1873 and remained until 1903. Some of the working drawings for Blackpool Tower were carried out by Arthur Mattinson. He was also an accomplished water-colourist. Subjects include mountain landscapes, dramatic skyscapes and the sea, for which he had a particular affinity. Spanning most of his adult life, they reveal an inquiring young architect maturing into an assured disciple of the great masters of the English Water-colour School. In 2000 approximately 100 of his paintings and drawings formed the basis of a travelling exhibition

Arthur married Elizabeth Jane Maxwell, the youngest daughter of James Maxwell's stepbrother Henry, on 29 March 1879 at Prestwich Registry Office (Elizabeth having previously been married to Joseph Cedric Judson). They had five daughters and one son, Malcolm Dacre Mattinson, who trained as an architect and was listed as an Associate member of the Manchester Society of Architects in 1911.  

 Arthur Mattinson died in 1932 at 51 Westwood Crescent, Winton, Eccles.
