Thomas Taliesin Rees was born in Birkenhead on 21 December 1865, the son of Griffiths Rees of Cilgerran in Pembrokeshire and his wife Sarah from Llangynog, Montgomeryshire. Griffith Rees was well known for many years as a prominent member of the Welsh community in Birkenhead, as were Taliesin Rees and his brothers Caradoe Rees, M.P. for the Arvon division and Aneurin Rees. He was apprenticed to Edward Legge, Son & Co., Building Contractors in Birkenhead from 1881 to 1883 and was articled to Mills & Fletcher in Birkenhead from 1883 to 1887. He then worked as assistant and later head draughtsman with Thomas William Cubbon from 1887. He also attended University College, London. He qualified as an architect in 1892 and commenced independent practice as an architect in c.1892. From 1918 he was in partnership with Richard Holt (1861-1948) in Liverpool.

Rees was consulting architect to King Edward VII Memorial Association Hospitals in North Wales and Architect to Birkenhead Education Committee 1906. He was elected an Associate of the Royal institute of British Architects (ARIBA) in 1892 and a Fellow of the Royal Institute of British Architects (FRIBA) in 1899. Also served as President of Liverpool Architectural Society. 

Thomas Taliesin Rees died on Tuesday 23 November 1943 at his home, 38 Devonshire Road, Birkenhead.
